PayPal to allow withdrawal in Russia, hopefully for real this time... :)

According to this article (http://gigaom.com/2012/03/30/eastern-promise-paypals-ambitious-plans-for-russia/), it looks like PayPal is very close to resolving its lack of money withdrawal functionality for its Russian users.
Together with the Russian Post, Paypal will issue debit Visa cards that would allow funds withdrawal from one's Paypal account. Withdrawing money would be as simple as walking to any ATM. :)
