Hey there.
I have a concept for you to review:

I kept the mark clean and simple, with a simple shoot of bamboo and two leaves to form the "K."
A contemporary, modern typeface was created by hand for the "kaori" name. The advantage with this is you have a logo that is 100% completely original, from the logo mark to the type. Also, the lowercase font gives the logo a modern and sophisticated feel.
Thanks,
Rocket Summer
Here is my submission. It is significantly below the price range you are looking for but I'm sure it will be suitable for your needs.

helo outrageous_boy are you looking for your logos?
I don't understand why the client "outrageous_boy" here, also a designer (http://stocklogos.com/user/539) who submitted various logos (presenting him/themselves as an advertising company), is asking for a logo through a brief, it seems really weird to me...
Any Idea? Admins?
Thanks Ben for bringing this to my attention. It's not against the rules to be a designer and a client at the same time. It's possible he doesn't have time for an extra project and looking for other designers to help him out for example. I will clarify with him and get back on this.
Maybe he wants to copy some of submitted logos :)

I've opted to use colours that are within the colour ranges you like, but mine are more muted, but are equally fresh and inviting. This makes the logo more adaptable and usable for several applications. I've also used a similar font from the previous logo so that there is some continuity of brand that previous clients of the restaurant may recognise, if only on a subconscious level. The font however has been adapted slightly to make it unique to the customer. The logo is very clean and uncluttered, this in turn will tell the dining customer that this is a modern, clean and contemporary restaurant, and the dining experience will be as such!
Regards... Derren.
Just so you're aware, I've lowered my pricing on the logos.
Regards, Derren.
Which one won?!
None is chosen by client. :(
